Road Construction Impacting OMC Hospital - June 8-19 

Beginning Monday, June 8, road construction will begin on Fourth Street Southeast in Rochester. A small section of Fourth Street SE will be closed in front of OMC Hospital impacting westbound traffic from Collegeview Road.

Infrastructure improvements will be ongoing for two weeks, concluding June 19. Patients and staff approaching from the east will be required to turn left on 19th Avenue SE before entering the OMC parking lot. Please refer to the map below for the detour route. Yellow icons designate open access points to parking.

Full Closure of West Center Street Begins Monday, May 11 

West Center Street will be completely closed from Broadway Avenue to 1st Avenue NW beginning Monday, May 11. The closure is expected to last three weeks, depending on weather conditions. 

This temporary full closure is necessary to accommodate work on the parking ramp deck that spans West Center Street. Closing the street provides crews with the space required to safely and efficiently complete the project. 

Both pedestrian and vehicle traffic will be detoured around the work area for the duration of the closure.

Elton Hills Drive NW Improvement Project 

The City is planning improvements along Elton Hills Drive NW, from East Frontage Road (US 52) to Broadway Avenue N, with construction anticipated in 2027. While the project is primarily focused on pavement preservation, a recent traffic study evaluated potential safety enhancements and updates to pavement markings throughout the corridor. 

Construction & Detour Near OMC Hospital – Starting Monday, April 6

Road construction will resume at the intersection of Collegeview Road and 19th Avenue SE, closing the intersection. This will affect patients, visitors, staff, volunteers, and vendors accessing Olmsted Medical Center’s Hospital and Women’s Health Pavilion.

Monday, April 6 – early June 2026 (projected completion)

Recommended Detour
The detour used last year will be in effect. Signage will be posted but plan your route in advance.

Suggested Route from the East
County Road 22 → Highway 14 → 15th Avenue SE → Fourth Street SE (toward OMC)

Key Impacts

  • No left turns from Collegeview Road onto 19th Avenue SE
  • Public parking entrances on 19th Avenue SE are closed from westbound Collegeview Drive SE

Patient, Visitor, & Volunteer Access

  • Use the Fourth Street SE entrances nearest the Hospital and Women’s Health Pavilion (see map)
  • North lot access changes from two points to one; West lot access remains the same

Ambulance & ER Access 

  • Six of seven vehicle access points remain open for ambulances
  • Main entrance primarily used for emergency access

Deliveries

  • Vendors should use Fourth Street and 16th Avenue SE to access the South lot loading dock
  • Drive-up canopy entrance on 19th Avenue SE remains open
